Common Access to Search and Examination Results ("One Portal Dossier")

Vision including Contribution to work Sharing

Realising a service contributing to Work Sharing

  • By realising a service that can provide access to all dossier information of patent family applications, it will be possible not only to avoid duplication of work for the search and examination, thereby improving efficiency, but also to enhance the quality of examination, thereby improving the stability of world wide patent rights.
  • Each office can develop and use its respective interface as a platform reflecting its own needs. A common interface can also be developed after inter-offices' agreement is made.
  • Offices which have already established a TDA-FWA system can incorporate the new service of "One portal" in their existing systems without major modification in order to respect existing resources and systems in each office. 

Contents to be implemented

  • One stop service
    • Realising a service by which examiners (of IP5) will be able to refer to the related dossier information of other offices in one stop, and to proceed with the examination taking into consideration all the relevant information (e.g. active links to cited documents) of search and examination by examiners of other Offices.
  • Enrichment of information
    • Enriching the information which especially relates to substantive examination such as search/examination results, cited documents and classifications.
    • Realising a function which will present all the information only relating to substantive examination.
    • Realising links to cited documents or classifications (schema), by utilising text (XML) data. 
  • Monitoring the other offices' prosecution.
    • By realising a function to monitor other offices' prosecution (e.g. whether or not first action has been completed), timely use of other offices' search and examination results becomes possible.
    • However, it is not mandatory for offices to provide information so that other offices monitor patent prosecution. 
  • Solution of the language problem
    • Providing information in English (using machine translation if necessary)
    • In addition to information in English, original language should be available so that examiners can refer to original documents if machine translation has any problem.

Expansion of accessing office and participating (providing) office

  • Enhancing global work sharing by allowing access by the offices other than IP5
  • Investigating in the future the possibility of allowing access by the public.
  • Providing dossier information from other national patent offices.

 

Common Access to Search and Examination Results ("PDX/DAS")

Vision

  • Each Office can conduct Priority Document eXchange (PDX) online for the benefit of applicants.
  • PDX (XML based) file format standardized for smoother exchange and utilization of priority documents.

Contribution to Work Sharing

  • Examiners can easily validate claimed priority rights in standardized PDX file format (XML based text).
  • Offices can reduce the workload and administrative costs associated with the following:
    • Issue of priority documents in paper form
    • Digitization (scanning) of priority documents and storage in database
