Principles for Common Documentation

In the framework of the Common Documentation foundation project IP5 have decided to start working on the analysis of existing documentation sources available to the IP5  by compiling a resource matrix on patent and non-patent resources.

The resource matrix should enable a quick overview on patent and non-patent sources of internal or commercial nature, enabling the offices to decide on common findings in view of data completeness and acquisition policies.

This data should allow an analysis of already shared resources and enable gaps to be filled in to reach a common dataset that would be the prior art sources consulted by IP5 Offices when performing their prior art searches.

The IP5 Offices will strive to achieve largest possible coverage. Elements that play a role in achieving this objective are:

  • Exchange agreements among IP5
  • Exchange agreements with other patent offices
  • Relevancy ranking, e.g. based on patent filings
  • Minimum PCT requirements
  • Availability of abstract data in English and IP5 languages
  • Availability of full text data in at least one IP5 languages
  • Availability of machine translation systems from one IP5 language to another
  • removal of barriers to the retrieval of relevant documents
